Healthier People: Management of Change through Monitoring and Action

Project conducted between 1 February 2012 – 31 January 2014.

General goal of the project was to contribute to the reduction of premature mortality of preventable causes in St Petersburg and in North-West Russia by supporting the institutional capacity building and networking of key stakeholders in the field of health and social protection.

The specific objectives of the project were:
1) To measure the number of potential years of life lost (PYLL) in the pilot area;
2) To improve methods for the "management of change" locally and regionally;
3) To strengthen the understanding of the importance of "healthy choices" locally and regionally.

Activities

The actions supported the institutional capacity building and networking of key stakeholders by practical interventions in order to prepare the stakeholders for participating in decision making and policy formulation in the field of health and social protection. Moreover, the activities promote local and regional governance, as well as improve links between citizens and local/regional authorities and other stakeholders (including media).

Results

As a result of the project:
1) A system for measuring Potential Years of Life Lost (PYLL) was tested in the Kalininsky District;
2) PYLL results were discussed among the key stakeholders and a strategic intervention plan was formulated with sector leaders and other branches of administration;
3) the feasibility of the PYLL analysis as a tool for management of change in order to prevent life-style related non-communicable diseases and to reduce premature mortality of preventable causes was tested.
