Project applicant seminars are targeted towards the partnerships that are in an advanced planning phase of their projects and will submit their application for the third call. The Project applicant seminars are working seminars focused on preparing the project application. Seminar day is built on three main blocks: Programme/ project intervention logic, designing a work plan and drafting a budget.

The photo competition is part of the EU-wide communications campaign Europe In My Region, which is run as a way to encourage citizens to discover and learn more about EU-funded projects near them.
For the first time this year four different initiatives (public openings, a treasure hunt, a photo competition and a blogging campaign) will involve the public in visiting projects and sharing images and experiences via social media.
In May 2016, NordRegio approved funding of the project on Climate Change Mitigation in the Barents region from the Nordic Council of Ministers’ Arctic Programme. The project follows the Climate Change Action Plan for the Barents cooperation, which was adopted at the Meeting of the Environment Ministers of the BEAC, held in Inari in December 2013. The application was prepared in cooperation with the BEAC Working Group on Environment.
Norrbotten County Administration (Sweden) is the lead partner of the project. The network includes Swedish Environmental Protection Agency, Finnish Ministry of Environment, Arctic Center in Rovaniemi and Ministry of Natural Resources of Arkhangelsk region. International Barents Secretariat is going to follow the project’s implementation, assist in coordination between Nordic and Russian partners and contribute to information dissemination.
The project has been granted 300.000 DKK. Co-financing from both Nordic and Russian partners is awaited. The funding will be allocated for networking activities, such as seminars, workshops and a study visit to Sweden, as well as mapping of sources of greenhouse gas emissions in a pilot settlement of Arkhangelsk region.
Cooperation on the Climate Change issues is aimed at development of regional climate strategies for the Russian part of the Barents region, which will contribute to reducing of GHG emissions that accelerate climate change.

The kick-off conference for three EU projects: NSB CoRe, Scandria 2Act and TENTacle projects was held on April 7th at Kalastajatorppa in Helsinki and gathered for about one hundred participants. These three projects start their cooperation in order to develop the EU TEN-T Core Network Corridors intersecting the Baltic Sea Region.
The project North Sea Baltic Connector of Regions, NSB CoRe is led by the Helsinki-Uusimaa Regional Council from Finland, and it aims to improve the sustainable accessibility of the Eastern Baltic Sea Region (EBSR) to freight and passenger transport.
The Scandria2Act is a project developing the northern sections of the Core Network Corridor from Scandinavia to the Mediterranean, prioritizing energy efficient solutions in freight and passenger transports. The TENTacle project focuses on the accessibility of peripheral regions in the Baltic Sea Region by developing their connections to the Core Network Corridors.
These three-year projects NSB CoRe, Scandria2Act and TENTacle have been approved by the Interreg Baltic Sea Region Programme.

Maritime Preparedness and International Partnership in the High North (MARPART) project will continue in frames of a new initiative - MARPART (2) –Man: Joint Task-Force Management in High North Emergency Response.
The purpose of the Marpart – 2 Man project is to contribute to more competent host-nation relief support and efficient cross-border cooperation through knowledge transfer in and between competence institutions, and between these institutions and the preparedness system. The project shall also contribute to a tailor-made education and to more goal-oriented and cost-efficient training and exercise schemes.

Finnish Meterological Institute, together with three university partners in Finland, has completed the MERMAID (Identifying Risks and Opportunities for Marine Transport and Tourism in the Arctic) project during 2014-2016. The project supports the implementation of the Arctic Strategy of Finland and preparations for the Finland's chairmanship of the Arctic Council 2016.
The recommendations of the project include e.g. establishing a multidisciplinary education program for offshore and subsea expertise, joint marketing efforts for Arctic tourism and application of environmental regulation follow-up system. Open co-operation and knowledge sharing with Russia on multiple levels is recommended, for example by recognizing correct regional co-operation actors and broadening the co-operation to new areas. A roundtable discussion within the frames of the Northern Dimension Partnership on Transport and Logistics (NDPTL) project "Elimination of obstacles for Intermodal transportation in transit through Poland, Lithuania and Belarus" took place in Helsinki, Finland, on 26 April 2016.
The aim of the roundtable was to discuss opportunities and potential with Finnish industry and trade organisations for door-to-door or terminal-to-terminal intermodal services between Finland and mainland Europe.

BalticBOOST - Baltic sea project to boost regional coherence of marine strategies through improved data flow, assessments, and knowledge base for development of measures (2015-2016).
BalticBOOST is a EU co-financed project coordinated by HELCOM.
The main objective of the project is to improve regional coherence in the implementation of marine strategies through improved data flow, assessments, and knowledge base for development of measures.

The Council of Baltic Sea States has published a new report on energy efficiency in the Baltic Sea Region resulting from collaboration with the Swedish Institute and the Nordic Centre for Spatial Planning.

Maritime transport and economic activity is expected to increase in the Arctic. Arctic sea and water areas are environmentally extremely sensitive. To prevent environmental risks, the International Maritime Organization (IMO) has issued a Polar Code, which is to enter in force on January 1, 2017. The code is an international binding norm addressed to vessels sailing in Northern Arctic waters and waters surrounding the Antarctica. The code presumes more rigorous safety and environmental regulations for vessels sailing in waters surrounding the two poles.
Cultural and Creative spillovers in Europe: Report on a preliminary evidence
In 2014, Arts Council England (ACE), Arts Council of Ireland, european centre for creative economy (ecce), European Cultural Foundation, European Creative Business Network (ECBN) and Creative England initiated and funded a collaborative research project about the evidence and causality of spillover effects in Europe. Tom Fleming Creative Consultancy (TFCC) was commissioned in January 2015 to undertake this analysis, for their dedication and collaboration in delivering this research.
The research consisted of:
- the creation of the first evidence base of 98 spillover projects,
- a review of evaluation methods and the strengths and weaknesses of existing methodologies,
- finding an evidence-based concept and definition of ‘cultural and creative spillover effects’,
- recommendations for future research on spillover effects.
Our Northern Dimension area is facing several pressing health challenges, among them the spread of HIV/AIDS, tuberculosis and associated infections; the growing problem of antimicrobial resistance; the impact of non-communicable lifestyle-related diseases; social and health harm from alcohol, tobacco and illicit drug use; chronic health conditions and demographic change.
With its new Strategy 2020, the NDPHS has committed itself to help address these challenges by providing a forum for concerted action, cooperation, joint capacity-building and coordination of activities within the Northern Dimension area. An Action Plan accompanying the Strategy is just about to be adopted. It is laying out concrete actions, targets and indicators aimed to facilitate the NDPHS efforts.
Baltic Sea Pilot Project: Testing new concepts for integrated environmental monitoring of the Baltic Sea (BALSAM) was a project to enhance the capacity of the Baltic Sea member states to develop their marine environmental monitoring programmes.
Focusing on gaps identified in HELCOM, BALSAM provided recommendations for marine monitoring in the Baltic, especially for seals and seabirds, non-indigenous species and benthic habitats. The project also provided recommendations for further coordinated use of research vessels as well as improved data management and infrastructure in the Baltic.

In these times of tension between Russia and Western Europe there is a real success story: the Northern Dimension cooperation. It is an equal Partnership between Russia, European Union, Norway and Iceland, concentrating on projects of common interest in four fields: environment, health, transport and logistics, and culture. For each field there is a Partnership with own specific structures. On the political level, the Foreign Ministers´ biannual meetings are the top decision making body for the Northern Dimension. The Ministerial meeting held two years ago under the chairmanship of Lady Ashton was attended by 14 Foreign Ministers.
The European Spatial Development Perspective aims at achieving a balanced and sustainable territorial development, in particular by strengthening economic and social cohesion. Urbanization, the use of non-renewable resources and the accumulation of wastes create economic, social and environmental problems. Societies need to adapt cross-cutting sustainable solutions to overcome the limitations provided by the scarcity of resources and the challenges of climate change.

The Baltic Sea Region (BSR) can safely be called a pioneer in the field of eHealth. Numerous study trips to the Scandinavian countries as well as to Estonia are proof for the importance of the region in the field.
At Flensburg University of Applied Sciences (FUAS) we have seen our role as that of an “eHealth bridge” in the BSR in the past and continue to do so. We were the first in Germany to offer a master’s degree programme “eHealth” back in 2007 and we are home to the Management Secretariat of eHealth for Regions, the leading network on the topic. FUAS was the lead partner and thus mainly in charge for several projects within the EU Strategy for the Baltic Sea Region (EUSBSR). November 2013 saw both the foundation of the Institute for eHealth and Management in Healthcare and its re-location to new facilities FUAS has further increased its efforts and involvement in the BSR ever since.
The Northern Dimension (ND) has come a long way since it was renewed eight years ago as a common policy of four partners: the EU, Iceland, Norway and Russia. Over these years it has helped achieve a variety of important results.
The Northern Dimension Environmental Partnership (NDEP) has been highly successful in co-financing projects to improve wastewater treatment in North West Russia. As a result of NDEP’s 14 year cooperation with St Petersburg Vodokanal, the city is now treating 98.4% of its wastewater. NDEP grants of EUR 40 million, combined with loans of EUR 220 million from the EBRD, EIB, NIB and NEFCO have helped to leverage investments worth over EUR 860 million. Since 2011, all major wastewater treatment plants in St Petersburg have been treating wastewater in full compliance with HELCOM recommendations. NDEP has financed similar investments also in other cities in Russia to protect the fragile ecology of the Baltic and Barents Seas area.
The Research Council of Norway is launching a new 10-year transport research programme "Transport 2025". The programme begins next year.
Activities under the Transport 2025 programme will employ a systemic perspective on the transport system viewed as a whole. The programme will address transport issues related to road, rail, sea and air traffic, and include passenger as well as freight transport. In addition, the programme will address challenges facing each of the four modes of transport and the interaction between them. The transport system viewed in a unified perspective and the need for change have provided key guiding principles for a new, integrated research initiative in the area of transport.
Healthification seed money project
The state of play report resulting from this NDPHS Seed Money Project, funded by the German Ministry of Health, looks at the implementation of Health in All Policies approach on the municipal level and availability of reliable and updated health data that can be used for evidence-based decision making, with the special focus on the analysis of Potential Years of Life Lost (PYLL). The report will inform the development of a larger project.

The state of play report resulting from this NDPHS Seed Money Project, funded by the German Ministry of Health, sets the stage for a larger project educating health professionals on infection prevention and control.
Building capacity in prevention of HIV and associated infections among youth at high risk
This project is working to map best practices in HIV prevention among youth at high risk of HIV/AI in Northwest Russia and other countries in the Northern Dimension area, and disseminate those best practices among the participating countries and training professionals in Northwest Russia to implement the best practices.

The aim of the project was to enhance the social capacity, knowledge and acceptance by the citizens with chronic diseases and medical professionals in the regions of the project partners to utilise eHealth technologies in prevention and treatment.
